There was a no-fly zone over New York City after 9/11 for a period and yes there were planes escorted away to alternate airports and pilots questioned.
They also imposed a no-fly zone over the White House at the same time if I remember correctly.
American and Canadian Fighter jets directed planes to redirect their flight plans or else they would fire on them.
How and who would enforce this over Libya?

There was a no-fly zone over northern Iraq to protect the Kurds and in the south to protect the Shia after the first Gulf War. But that didn't stop Saddam Hussein from killing people until 2003.
That is something that repeatedly comes up re a no-fly zone over Libya. It would not prevent Ghaddafi from using tanks and artillery against the opposition.

That's so true, Bjd.
Someone commented to me today that the US could at least send arms to the rebels. One major problem for the rebels, though, is that they're not militarily trained. They would need major weaponry and the skills to use it. That of course raises the specter of the 60s and "military advisors".
What is terrifying, besides the slaughter going on right now in Libya, is what kind of reprisals will be enacted against anyone even suspected of rebel sentiments if & when Gaddafi vanquishes the opposition.

Apparently Tony Blair has called Colonel Gaddafi personally to ask him to stand down. The delusional lunatic went on for ten minutes about not being a war criminal before Gaddafi could even get a word in.
David Cameron has warned Gadaffi that if he continues to attack his own people then the UK shall have no choice but to build some aeroplanes for our aircraft carriers, and that he has eight years to comply or else.

TRIPOLI, April 30 (Reuters) - Libyan leader Muammar al-Gaddafi called on Saturday for negotiations with NATO powers to end the air strikes on Libya.
"We did not attack them or cross the sea ... why are they attacking us?" Gaddafi said in a live television address in the early hours of Saturday.
"Let us negotiate with you, the countries that attack us. Let us negotiate," he said, adding that if it was oil the coalition countries were after there was no problem in negotiating contracts.
