This is a huge problem when houses and buildings are on a steep slope.

If I read you right, you are referring more to farm land?

I am talking of farmers and homeowners alike who were fined for harvesting rainwater on their own land - that they own lawfully, by authorities who have sold the rights to rainwater falling on their state to privately owned firms.
