The patina'd ribbon across this compass rose represents the river, and an unofficial slogan of Missoula is "A River Runs Through It" from the Norman Maclean novella by that title, also a major motion picture some years ago.

(Ironically NOT filmed in Missoula because too much has changed since the time in which the book was set, both in the downtown and in the Blackfoot River Valley. Plus the movie stars all have ranches in the Paradise Valley near the river that stood in for the Blackfoot.)

Your beautiful border appears to be made of ceramic tile, which would have a glaze that is glasslike and not alterable. Therefore though it may be the right color, it would not technically be "patina".
I have not googled "patina" however. This is just me spouting my understanding of the concept.

3. the sheen on a surface that is caused by much handling

I'll leave it to Casimira, as the OP, to say if I'm right or not, but I'm going on her comment in one of the posts above:

Kerouac's tiles show evidence of mineral build-up from water over the years, plus a general softening of their look due to exposure, thus, they have a patina. It's immediately obvious that they're not new, but mellowed with age.
