No, I wasn't, but France is where I learned to walk and talk, and so obviously French was my first language. I was registered immediately at birth at the French consulate in New Orleans, which would imply that I was an ex-pat when in the United States.

Refuse is a very strong term. When things are not an obligation, I often decline rather than refuse.
