Yes,the video gives the impression of just another day out shopping and commuting to work or home. A rather blase attitude with no particular attention to pedestrians and perhaps the brakes on one's vehicle, . Is this typical of a regular monsoon type rain hw? A matter of the drains not being able to handle a large capacity of water? Same happens here after heavy,heavy downpours. The pumps and drains can't handle that volume of water over a very brief time. The water generally recedes very quickly.

The traffic looked perfectly fine to me. You should see them when the water is not slowing them down.
I've seen the same street flooding in my life in Saigon, Bangkok, Los Angeles and Paris!

It was the worst this year. We're hoping it cleared the drains and it won't happen again. Didn't I mention it here? I was on Jawalharlal Nehru Blvd., (don't you just love the street names here?) it was worse.
And don't get me started on the traffic. That is one thing I've become very cynical about.
About 45 seconds before the end the location shifts, seems to be a quieter area. And the very end is on Norodom Blvd., an embassy, government and NGO area, no floods there.
