At first I thought it was very rare to see both flags hanging together like this but then I thought that if the UN lists the two Koreas together as Korea, North and Korea, South, it might be common wherever the UN is.

Some of the flags used by signalmen to let dockworkers know what ships would be entering port and hence how to prepare for their docking, loading, unloading etc. Signal Hill, St. Johns, NL.
