Yes, and it sprinkled the last time I was in Cairo as well. I always suspected all of that talk about the existence of the Sahara desert and stuff like that was a bunch of baloney.
More seriously, I know that there has been major flooding in Jeddah twice in the last month for the same reasons, and they had not even completely recovered from the big flood of 2009 yet.

It's a bit like snow in the UK, more than a sprinkle and no-one is prepared for it.

McAllen, Texas, where it rains far more often than in Cairo, has the same problem. I was staying at my sister's house & had to go out when it started raining. After ten minutes (10 minutes!) I figured 'what the heck' and left anyway. The major intersection near her house was already completely under water.
