Four hundred life-size castings of local residents have been installed in the Caribbean near Cancun and Isla Mujeres, Mexico. Created by British artist Jason de Caires Taylor of PH neutral concrete, the sculptures will allow algae and small invertebrates to flourish, boosting the local ecosystem. The project, called The Museo Subacuatico de Arte (MUSA), aims to ease pressure on natural reefs in the area caused by more than half a million water-going tourists flocking to the region every year. source<~~ click for slide show

Really! One of the articles I read speculated about exactly that, with another mentioning archeologists finding it after our current civilization has passed away.
My initial response was that it was creepy. Then the beauty of the statues themselves seduced me, with the concept sort of blooming in my head after that.
I'd say that progression marks it as effective art.
