The story board does show ordinary continental US citizens coming to help, but they are from churches and other civil society groups. The story is deliberately low-key. Disasters involve a lot of boredom and waiting for aid. Looking at the Guardian article, you can access the site of the graphic novel and download the entire thing in English or in Spanish.
