to pump water out of the lake and though long pipes (not attached in picture) to crops that are in urgent need of water to sustain life. ?

Deyana, I know nothing about pumps, but it seems logical that this is what your mystery item is. I don't know how old your community is, but perhaps it was once used to pump water for cooking or drinking to residents (if the agriculture/livestock theory is wrong). Hopefully brighter minds will chime in.
The lake looks beautiful, by the way.

That could be it, cristina. It's really rusty so must be quite old. Yes, the lake is really scenic. In the summer people take their boats out there to fish. We've caught some good ones on there.
