One of my friends insists that in some US states some evil companies have managed to obtain that the water that falls on said states belong to them and not say the person who owns the land on which this water falls.
I just cannot believe this. It is too frightening to compute.
Do you know for certain that this is true or false?

Auntieannie, I'm not too sure quite what you are referring to....a bit more info please. BUT, here in our city (can't vouch for others) water which flows by any means, like rain or pipe leaks, from a property directly above yours and causes damage, is the responsibility of the person or land holder of the ABOVE property, and must be diverted. This is a huge problem when houses and buildings are on a steep slope.
If I read you right, you are referring more to farm land?

I am talking about rainwater that is usually harvested, especially in mid-western states in the USA. I am talking of farmers and homeowners alike who were fined for harvesting rainwater on their own land - that they own lawfully, by authorities who have sold the rights to rainwater falling on their state to privately owned firms.
