I don't "get" the order in the political map - at first I was wondering where on earth the 15th and 16th went, then the huge 1st arrondissement (it is very tiny). And it is rare to see le Bois de Vincennes in such "political" maps of Paris. Do any humans actually live there? So those aren't the arrondissements. Took me a minute as well. <edit> Looks like K2 beat me to it-- and with a better explanation too.

I did say they were legislative districts right from the start. But it is true that if Parisians had their druthers, they would prefer the districts to conform to the arrondissements. It is even quite remarkable to what point we are all attached to our arrondissements, as though each one were a completely different city. In this respect, the 18th arrondissement was completely screwed by Sarkozy's party, probably because it is one of the most Socialist arrondissements and the seed of his downfall, since a huge number of major Socialists are based in the 18th. And therefore, the 18th was cut up to spread across three districts -- the 3rd, 17th and 18th.
