That is a Sun Dog, or to be scientific, a Parhelion.
Formed occasionally in the halo which can appear round the sun when the rays are refracted by a thin layer of ice crystals in the atmosphere. Two sets of haloes are formed in some instances and meet each side of the sun, forming these dogs which follow the sun.

I've never seen one myself, simply because I have not spent enough time in ultra cold places!
