Well, I'd certainly never complain or chide her as I hate busybodies, but I have a neighour who does that and it really does look cheap. Why can't she wear comfy day clothes until she goes to bed?
Issues for this are important for people of limited means in public or co-op housing or simply modest dwellings who don't want their neighbourhood to be seen as crappy and uncultured. Some people work hard on making very modest places look nice, planting flowers and greenery and keeping everything clean and tidy.
