I too believe they can. Some are more vocal than others but Mr. C and I are acutely attuned to the language of our distinctly different three cats;Rosalie(AKA Uzzi)the ungrateful kitty,Grazie,the grateful kitty,and Sadie,the Audrey Hepburn of kitties.

Of course cats can talk. Mine talks to me all the time. He has different tones. I know exactly what he's saying.

Our kitties have different voices for different things: our little girl Mia has a gutteral plaintive voice she uses only when she has found and "killed" a (rubber) snake in our house and is dragging it up the stairs to present it to us at bedtime. We hide the snake every day and every evening she waits till we are in bed and then goes to kill it and bring it to us, making that distinctive cry.
Our big boy Mo has a loud crowing cry when he has just made a big stinky dump in his litter box. Not quite as charming as his sister's snake display, but unmistakeable, nontheless.

I had a cat that certainly understood English. A friend was away and we went to feed her cat at midday. Our cat got fed when i cooked supper in the evening, about 7 pm. So I said to my ex at noon, "I'll go and feed the cat now." Our cat got up and walked to the kitchen and stood expectantly by her bowl.
